Shield Swipe already "recovers" 10 Tactical Points by virtue of filling a Global Cool Down with an ability of lower Tactical Points cost than a standard rotation ability.
The problem with Shield Swipe is it sucks. It's a DPS loss to use and given how garbage MT Paladin dps already is, you can't afford to use it.
If you made it worth using -- so both a DPS gain and Enmity gain, then you would already fix Paladin's issues with Tactical Points all while helping their MT DPS and enmity generation. The potency would need to be high enough to justify 2 uses per standard GB-->Rage of Halone/RA-->Rage of Halone/RA rotation -- in other words, the potency needs to be high enough to justify letting GB's dot fall off if only for a couple seconds.

What this does it allows you to stay in Sword Oath and still generate enough enmity to actually use Goring Blade and Royal Authority without losing aggro to DPS.
So Royal Authority also requires no change other than allowing Paladins to use it more in their rotation.
Clemency - It's complete garbage but this doesn't fix it. 1.5s or 3s doesn't matter. It's still going to over-heal. Short of being instant or a shield, it's going to be over healing most of the time. The skill needs to be "redesigned" -- either a design change or a balance change so large it might as well be a different skill.In other words,buy ffxiv gil for Paladins!

Change or replace smokescreen, a 3minute CD quelling strike is useless. If the healer gets aggro on trashpulls we can simply shadeshift to the tank and rip the monsters off the healer.

The important part here is the Enmity Fixes. If you want PLD to have AoE or to be able to Sword Oath tank, then so too is the Sword Oath revision.
Anyone else feel like Dark Knight is a bit lacking in Final Fantasy XIV?
Darkside annoys me, I wish they'd have given Dark Knight Mana Draw... MP is definitely the biggest issue with Dark Knight in PvP. Without Darkside or MP for Dark Arts, Dark Knight just becomes completely rubbish.

In key though, the overall differences:FFXIV 3.0 Paladin is a master of damage mitigation. They are the class that just straight up regularly takes the least damage in the game
